AADFI Professional Certificate Programme
(PCP) in Development Finance

Rationale

It is a consensus that addressing the challenges of development in Africa call for a holistic approach of which building desired capacity in development financing is pivotal. Fundamentally, achieving national development agenda, and other global development agenda – SDGs, the Agenda 2063 Paris Agreement1 and the AfDB High Fives2 for Africa, would require development finance skills in mobilizing and channeling resources in an optimal manner to critical sectors.

Development finance is a complex field that requires core skills to navigate, especially in the light of the changing financial environment and given the growing demand from resource providers and stakeholders for higher developmental impact from development financing activities. Furthermore, the application of the AADFI Prudential Standards, Guidelines and Rating System (PSGRS)3 in DFIs and the results of the Rating & Peer Review of DFIs with the PSGRS recommends the need for comprehensive professional capacity-building in development finance.
Moreover, the current initiatives of the Association with partners in ensuring that the DFIs are viable , sustainable, ready for the 4th Industrial revolution, and to confront the impact of global crisis such as recovery of economies form COVID-19 pandemic, the Russian-Ukrainian conflict, climate finance, other disruptions, and the need to reposition DFIs supports the idea for a broader training in development finance.

It is against this background that the Professional Certificate Programme (PCP) in Development Finance, was initiated to provide a broader training in development banks for professionals in the sector. The programme is designed to enhance knowledge and build core professional skills required in Africa development finance institutions, in order to provide solutions that address development needs, and in delivering services for development projects towards achieving national development agenda in Africa countries. The programme provides broad understanding of the challenges, expectations and prospects in development financing, and will upscale skills in delivering innovative development finance services, mobilization of resources, modern approach to project management, lending procedure sustainability of DFIs among others.

 
Objectives
Provide comprehensive understanding of the current perspectives, expectations and practices in development finance
To develop professionals, build and upscale core skills and competences in development banking and finance operations that will ensure greater success of projects and investments promoted
To grow the capacity of development finance institutions in Africa as efficient collaborator with purposeful and value driven development partners in promoting financing of development projects
Upscale understanding and knowledge in development issues and development finance operations
Develop a network of professionals involved in development finance.
Develop the ability to nurture and support projects and entrepreneurs
To provide professional capacity for sustainable of DFIs

The expected impact of the programme includes:

Enhance professionalism among staff in African DFIs

Improve DFIs’ efficiency in delivering their mandate.

Improve management of DFIs operations

Improve confidence in DFIs as well as their rating in the finance sector

Improve recognition and rating of capacity-building training provided for DFIs

Methodology

The programme is structured into 3 levels: Foundation, Intermediate and Advance. Prospective candidates are expected to start with Foundation Level and graduate to Advance Level.
Delivery: Each level is developed to provide intensive training covering various aspect of development finance.
The delivery involves integrated learning approach including plenary sessions, case-studies, group exercise & discussions, role play, participants’ presentations and project visits, to facilitate learning and help understand development finance operation, generate ideas and solutions to address the needs of the sector. Participants are assessed at the end of each level.

AADFI Secretariat is responsible for the coordination and implementation of the programme.

Public Cible

Officials in Africa Development Banks & Finance Institutions (DFIs). Staff of government agencies involved in development such as the Central Banks, Ministries of Finance, Planning, Investment Promotion Agency.

Faculty

The Faculty members comprised professionals with deep practical experience in development bank and finance operations.

Programme completion

Upon successful completion, the candidates will go through an assessment. Successful participants will be issued Certificate in Development Finance.
