Contexte

Accessing international funding and mobilizing resources is vital for Development Finance Institutions (DFIs). It allows DFIs to leverage approaches such as blended and concessional finance, especially for climate and social development goals, while also diversifying currency and risk exposure, to fulfill their development mandate. Additionally, international funding often comes with technical assistance, enhancing institutional capacity and governance. It boosts credibility, fosters global partnerships, and aligns DFI operations with national development plans and global goals (e.g. SDGs).

AADFI and the ICR Facility are jointly organizing a virtual training on Smart Proposal for Resource Mobilization for African DFIs to address this topic.

Objectifs du Programme

The training is designed to equip DFI professionals with the knowledge, skills, and tools needed to secure and manage diverse resources through effective partnerships.

Key Features

  • Duration: A total of 8 hours, spread over 2 hours each day on 17, 19, 24 and 26 November, from 11:00 – 13:00 GMT /14.00 – 16.00 EAT/ 13.00-15.00 UTC +2 on each day
  • Format: Virtual training combining trainer facilitation and interactive participation through case studies, interviews and group exercises
  • Public cible: Professionals responsible for organizational financial sustainability, specific project funding needs, resource mobilization, business development and related
  • Participation: A limit of up to 30 participants, with a maximum of 2 participants per DFI. This training is designed to be interactive and build on peer learning. Participants are required to actively participate in and commit to attending each session.

      Session 1: Donor landscaping/ Profiling Current Trends in International Financing for Development
      Who is Responsible for Proposal Development?
    • Wednesday, 19 November 2025 11.00-13:00 GMT
      Session 2: Overview of Best Practices in Partnerships, Resource Mobilization Strategies and Financial Mechanisms
    • Monday, 24 November 2025 11.00-13:00 GMT
      Session 3: Methodologies and Tools for Assessing Funding Needs at the Organizational Level
    • Wednesday, 26 November 2025 11.00-13:00 GMT
      Session 4: Developing a Resource Mobilization Proposal

Throughout these sessions, participants will engage in participatory sessions focused on scenarios and testimonials in resource mobilization for development, including traditional and nontraditional funding sources. Developing partnerships is a critical component of resource mobilization.  Subsequently, these sessions will also include presentations by representatives of selected donors/funding partners and discussions on various resource mobilization practices.

Expected learning outcomes

Throughout the four sessions, participants will explore various practices, partnerships, and resource mobilization experiences from various DFIs, drafting a sample proposal tailored to their institutional and/or programme context. Specifically, the following outcomes are expected:

  1. Understanding funder requirements and priorities
  2. Understanding the proposal writing process:
    • Reviewing trends in funding sources, including Official Development Assistance outlooks, non-traditional donors, the private sector, partnerships, and other stakeholders.
    • Assessing funding needs in relation to long-term sustainability and growth objectives, analyzing opportunities and risks.
  1. Designing proposals that:
    • Align with the organization’s mandate, strategic framework, and plans.
    • Align with funder/donor needs and are persuasive and compelling.

 

Programme Administration

  1. The ICR Facility and AADFI Directorate will administer the workshop.
  2. The training will be governed by rules to facilitate maximum learning and foster good relations among participants, instructors, and the Workshop Directorate. Below are the relevant extracts of the regulations for this workshop:

2026 AADFI Annual General Assembly

The Association of African Development Finance Institutions (AADFI) is pleased to announce that its 2026 Annual General Assembly will take place from May 24 to 29, 2026, in Brazzaville, Republic of Congo, on the sidelines of the African Development Bank (AfDB) Annual Meetings.

The Annual General Assembly will be held on the theme “Augmenting Sovereign Finance in Africa: DFIs Unlocking Growth and Resilience through NAFA,” with a focus on the transformative role of African Development Finance Institutions (DFIs) in strengthening Africa’s financial sovereignty. The discussions will align with the AfDB-led New African Financial Architecture (NAFA), a system-level framework designed to mobilize long-term investment, reduce Africa’s cost of capital, and reinforce resilience through coordinated financial systems and deeper domestic capital markets.

The Annual General Assembly will convene leaders of African DFIs, government officials, regional institutions, and development partners to further explore how African DFIs can catalyze local investment, de-risk strategic projects, and strengthen economic autonomy to build resilience against global shocks and bridge the continent’s infrastructure funding gap.
