La r\u00e9union a examin\u00e9 la premi\u00e8re version du cadre r\u00e9vis\u00e9, en veillant \u00e0 son alignement sur les r\u00e9f\u00e9rentiels internationaux et en rapprochant l\u2019initiative de sa phase finale.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\" style=\"font-size:16px\">Tenue du 17 au 19 ao\u00fbt 2026 \u00e0 Abidjan, en C\u00f4te d\u2019Ivoire, la r\u00e9union du Groupe de travail a r\u00e9uni des experts issus des institutions de financement du d\u00e9veloppement (IFD), des banques centrales, des autorit\u00e9s de r\u00e9gulation ainsi que des partenaires strat\u00e9giques de l\u2019ensemble du continent africain. Les participants ont examin\u00e9 la premi\u00e8re version consolid\u00e9e du m\u00e9canisme NDPSE r\u00e9vis\u00e9.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\" style=\"font-size:16px\">\u00c0 mesure que les gouvernements africains s\u2019appuient davantage sur les IFD pour mobiliser des capitaux \u00e0 long terme destin\u00e9s aux infrastructures, \u00e0 l\u2019industrialisation, \u00e0 la r\u00e9silience climatique, au d\u00e9veloppement du secteur priv\u00e9 et \u00e0 une croissance inclusive, cette r\u00e9vision vise \u00e0 garantir que le cadre demeure adapt\u00e9 \u00e0 l\u2019\u00e9volution rapide du paysage du financement du d\u00e9veloppement et \u00e0 renforcer la r\u00e9silience des IFD africaines.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\" style=\"font-size:16px\"><strong>M.\u00a0Abdelouahab Boushaba<\/strong>: premier vice-pr\u00e9sident de l\u2019AIAFD, a qualifi\u00e9, dans son allocution d\u2019ouverture, la r\u00e9vision du m\u00e9canisme NDPSE d\u2019une initiative strat\u00e9gique tant pour l\u2019AIAFD que pour les IFD africaines. \u200cSelon ses termes :<\/p>\n\n\n\n<p class=\"wp-block-paragraph\" style=\"font-size:16px\"><em>\u00ab Le travail que nous accomplissons ici va bien au-del\u00e0 de la r\u00e9vision d\u2019un document technique. Nous \u00e9laborons un cadre de r\u00e9f\u00e9rence destin\u00e9 \u00e0 renforcer la r\u00e9silience, la cr\u00e9dibilit\u00e9 et l\u2019efficacit\u00e9 des institutions africaines de financement du d\u00e9veloppement dans les ann\u00e9es \u00e0 venir \u00bb.<\/em><\/p>\n\n\n\n<p class=\"wp-block-paragraph\" style=\"font-size:16px\">Pour sa part <strong>M. Cyril Okoye, secr\u00e9taire g\u00e9n\u00e9ral de l\u2019AIAFD<\/strong>, a r\u00e9affirm\u00e9 l\u2019engagement de l\u2019Association \u00e0 veiller \u00e0 ce que le m\u00e9canisme NDPSE continue d\u2019\u00e9voluer au rythme des mutations du financement du d\u00e9veloppement et demeure un instrument pertinent pour le renforcement des IFD africaines.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\" style=\"font-size:16px\"><em>\u00ab C\u2019est un plaisir d\u2019accueillir aujourd\u2019hui les membres du Groupe de travail. Je tiens \u00e0 remercier chacun d\u2019entre eux pour son engagement ainsi que pour l\u2019important travail d\u00e9j\u00e0 accompli. \u00bb<\/em><\/p>\n\n\n\n<p class=\"wp-block-paragraph\" style=\"font-size:16px\"><strong>M. Ahmed Attout<\/strong>directeur du D\u00e9partement du d\u00e9veloppement du secteur financier de la Banque africaine de d\u00e9veloppement (PIFD-BAD), repr\u00e9sent\u00e9 par <strong>M. David Ashiagbor,<\/strong> a d\u00e9clar\u00e9 la r\u00e9union ouverte. Il a r\u00e9affirm\u00e9 le soutien de la Banque \u00e0 cette r\u00e9vision, soulign\u00e9 l\u2019importance de cadres d\u2019\u00e9valuation solides pour le renforcement des capacit\u00e9s des IFD africaines et f\u00e9licit\u00e9 l\u2019AIAFD pour son leadership dans la modernisation de ce cadre.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\" style=\"font-size:16px\"><em>\u00ab La Banque africaine de d\u00e9veloppement demeure r\u00e9solument engag\u00e9e \u00e0 travailler avec l\u2019AIAFD et ses membres afin de renforcer le syst\u00e8me africain de financement du d\u00e9veloppement. La r\u00e9vision du m\u00e9canisme NDPSE est n\u00e9cessaire pour garantir que le cadre refl\u00e8te l\u2019\u00e9volution des r\u00e9alit\u00e9s des institutions de financement du d\u00e9veloppement et leur donne les moyens de r\u00e9pondre aux d\u00e9fis et aux opportunit\u00e9s \u00e9mergents \u00bb.<\/em><\/p>\n\n\n\n<p class=\"wp-block-paragraph\" style=\"font-size:16px\"><strong>Dr. Michael Mahmoud<\/strong>expert principal charg\u00e9 de conduire la r\u00e9vision du m\u00e9canisme NDPSE, a soulign\u00e9 l\u2019importance de veiller \u00e0 ce que le cadre r\u00e9vis\u00e9 demeure coh\u00e9rent, pratique et adapt\u00e9 \u00e0 l\u2019\u00e9volution des besoins des IFD africaines. Il a insist\u00e9 sur le fait que cette r\u00e9vision vise avant tout \u00e0 doter le secteur d\u2019un cadre cr\u00e9ateur de valeur durable. Dr Michael Mahmoud a d\u00e9clar\u00e9 :<\/p>\n\n\n\n<p class=\"wp-block-paragraph\" style=\"font-size:16px\"><em>\u00ab Nous devons travailler ensemble afin de produire un document qui contribuera v\u00e9ritablement au renforcement des institutions de financement du d\u00e9veloppement \u00e0 travers l\u2019Afrique \u00bb.<\/em><\/p>\n\n\n\n<p class=\"wp-block-paragraph\" style=\"font-size:16px\">Au cours de cette session de trois jours, le Groupe de travail a examin\u00e9 la premi\u00e8re version du projet r\u00e9vis\u00e9 du m\u00e9canisme NDPSE, en analysant les indicateurs, les crit\u00e8res d\u2019\u00e9valuation, les m\u00e9thodologies de notation et les modalit\u00e9s de mise en \u0153uvre, afin de garantir que les dispositions soient align\u00e9es sur les r\u00e9f\u00e9rentiels et les normes internationaux, tout en tenant compte des sp\u00e9cificit\u00e9s des IFD africaines. La version finale r\u00e9vis\u00e9e du m\u00e9canisme NDPSE sera lanc\u00e9e lors du Forum des DG des IFD africaines, pr\u00e9vu du 4 au 6 novembre 2026 \u00e0 Maseru, au Royaume du Lesotho.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\" style=\"font-size:16px\">La r\u00e9vision du m\u00e9canisme NDPSE b\u00e9n\u00e9ficie du soutien de Global Gateway Investment Climate Reform (GG\u202fICR), des institutions membres et de certains partenaires de l'AIAFD.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\" style=\"font-size:16px\"><strong>\u00c0 propos du m\u00e9canisme NDPSE<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\" style=\"font-size:16px\">Le <strong>m\u00e9canisme NDPSE (normes, dispositifs prudentiels, et syst\u00e8me d\u2019\u00e9valuation) <\/strong>des IFD africaines constitue le principal cadre de r\u00e9f\u00e9rence de l\u2019AIAFD pour l\u2019\u00e9valuation de la gouvernance, de la solidit\u00e9 financi\u00e8re, de l\u2019efficacit\u00e9 op\u00e9rationnelle et de l\u2019impact sur le d\u00e9veloppement des institutions africaines de financement du d\u00e9veloppement. \u200cDepuis son adoption en 2008, le m\u00e9canisme NDPSE sert de cadre prudentiel de r\u00e9f\u00e9rence pour les IFD africaines, en favorisant de bonnes pratiques institutionnelles, une gouvernance saine et une efficacit\u00e9 op\u00e9rationnelle accrue.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\" style=\"font-size:16px\">La r\u00e9vision en cours vise \u00e0 moderniser ce cadre, \u00e0 int\u00e9grer l\u2019\u00e9volution des normes internationales, \u00e0 r\u00e9pondre aux nouveaux d\u00e9fis et \u00e0 en renforcer la pertinence pour la prochaine g\u00e9n\u00e9ration d\u2019IFD africaines.<\/p>","protected":false},"excerpt":{"rendered":"<p>Abidjan, C\u00f4te d\u2019Ivoire, August&nbsp;19,&nbsp;2026 \u2013 The Association of African Development Finance Institutions&nbsp;(AADFI) has reached a major milestone in the review of its Prudential Standards, Guidelines, and Rating System&nbsp;(PSGRS) for African Development Finance Institutions following the successful conclusion of the Third Meeting of the Task Force set up to lead the revision process.
