Pourtant, elle ne prend v\u00e9ritablement tout son sens que lorsque les \u00e9conomies sont reli\u00e9es physiquement et \u00e9conomiquement, lorsque les marchandises peuvent circuler librement, que les entreprises peuvent acc\u00e9der \u00e0 des march\u00e9s plus vastes et que les investissements cr\u00e9ent des opportunit\u00e9s au-del\u00e0 des fronti\u00e8res nationales<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Le financement du chemin de fer \u00e0 \u00e9cartement standard Kano\u2013Maradi par la Banque d\u2019investissement et de d\u00e9veloppement de la CEDEAO (BIDC) illustre le r\u00f4le essentiel qu\u2019une institution r\u00e9gionale de financement du d\u00e9veloppement peut jouer pour concr\u00e9tiser cette ambition.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">En mobilisant des ressources importantes en faveur d\u2019un corridor de transport strat\u00e9gique reliant le nord du Nig\u00e9ria \u00e0 la R\u00e9publique du Niger, la BIDC contribue \u00e0 lever l\u2019une des principales contraintes au d\u00e9veloppement \u00e9conomique r\u00e9gional : le co\u00fbt \u00e9lev\u00e9 et la difficult\u00e9 des d\u00e9placements des personnes, des biens et des activit\u00e9s \u00e9conomiques \u00e0 travers les fronti\u00e8res.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">La port\u00e9e de cet investissement d\u00e9passe donc largement le projet ferroviaire lui-m\u00eame. Une infrastructure de cette nature a le potentiel de redessiner la g\u00e9ographie \u00e9conomique d\u2019une r\u00e9gion. Elle peut ouvrir de nouveaux march\u00e9s, renforcer les corridors commerciaux, am\u00e9liorer les cha\u00eenes logistiques, permettre aux entreprises d\u2019op\u00e9rer sur des espaces \u00e9conomiques plus vastes et cr\u00e9er les conditions propices \u00e0 l\u2019\u00e9mergence de nouveaux investissements et de nouvelles industries.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Cet enjeu rev\u00eat une importance particuli\u00e8re pour l\u2019Afrique de l\u2019Ouest. Le potentiel \u00e9conomique de la r\u00e9gion ne pourra \u00eatre pleinement r\u00e9alis\u00e9 tant que ses march\u00e9s demeureront limit\u00e9s par les contraintes des fronti\u00e8res nationales et par l\u2019insuffisance des infrastructures de connectivit\u00e9. Les banques r\u00e9gionales de d\u00e9veloppement ont un r\u00f4le d\u00e9terminant \u00e0 jouer dans la mobilisation des capitaux n\u00e9cessaires \u00e0 la r\u00e9alisation d\u2019investissements que les march\u00e9s nationaux auraient souvent des difficult\u00e9s \u00e0 porter seuls, mais dont les b\u00e9n\u00e9fices profitent \u00e0 l\u2019ensemble de la r\u00e9gion.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Le Certificat de m\u00e9rite pour l\u2019excellence en mati\u00e8re de financement durable de projets reconna\u00eet la contribution de la BIDC \u00e0 la concr\u00e9tisation de l\u2019ambition d\u2019int\u00e9gration \u00e9conomique r\u00e9gionale \u00e0 travers des investissements tangibles et structurants.<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">J\u2019adresse mes f\u00e9licitations au Dr George Agyekum Donkor, pr\u00e9sident et pr\u00e9sident du Conseil d\u2019administration de la BIDC, ainsi qu\u2019au Conseil d\u2019administration, \u00e0 la direction et \u00e0 l\u2019ensemble du personnel de la Banque pour cette distinction.
