Elle repr\u00e9sente une transformation fondamentale du r\u00f4le qu\u2019une institution de financement du d\u00e9veloppement doit jouer dans la construction d\u2019une \u00e9conomie plus comp\u00e9titive, \u00e0 forte valeur ajout\u00e9e et fond\u00e9e sur les principes de durabilit\u00e9.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Les banques de d\u00e9veloppement ne peuvent se limiter \u00e0 financer les opportunit\u00e9s qui existent d\u00e9j\u00e0. Dans les \u00e9conomies engag\u00e9es dans une transformation structurelle, elles doivent jouer un r\u00f4le moteur dans la cr\u00e9ation et le d\u00e9veloppement de nouvelles opportunit\u00e9s d\u2019investissement, d\u2019entreprises comp\u00e9titives et de secteurs d\u2019activit\u00e9 porteurs.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Ce qui distingue UDB, c\u2019est sa volont\u00e9 d\u2019assumer cette responsabilit\u00e9 \u00e9largie. Le v\u00e9ritable leadership ne se mesure pas \u00e0 la simple reproduction des pratiques \u00e9tablies, mais \u00e0 la capacit\u00e9 de reconna\u00eetre le moment o\u00f9 celles-ci ne suffisent plus \u00e0 r\u00e9pondre aux d\u00e9fis qui se pr\u00e9sentent \u00e0 nous.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">La d\u00e9cision de UDB de prendre l\u2019initiative dans la cr\u00e9ation d\u2019une v\u00e9ritable demande en faveur de la finance et de l\u2019investissement durables ne constitue donc ni une r\u00e9compense ni l\u2019aboutissement d\u2019un parcours. Elle marque plut\u00f4t l\u2019acceptation d\u2019une responsabilit\u00e9 historique : d\u00e9montrer comment une banque de d\u00e9veloppement peut aller au-del\u00e0 du financement des opportunit\u00e9s qui lui sont pr\u00e9sent\u00e9es pour commencer \u00e0 cr\u00e9er et \u00e0 fa\u00e7onner de mani\u00e8re syst\u00e9matique les investissements, les entreprises et les secteurs d\u2019activit\u00e9 qui permettront la transformation \u00e9conomique d\u2019un pays.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">L\u2019Ouganda a aujourd\u2019hui l\u2019occasion de d\u00e9montrer un nouveau mod\u00e8le de financement du d\u00e9veloppement, susceptible d\u2019ouvrir de nouvelles perspectives pour les institutions nationales de financement du d\u00e9veloppement en Afrique et, au-del\u00e0, dans le reste du monde.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Sous la direction de Dr Patricia Ojangole, je suis convaincu que UDB dispose de l\u2019ambition, de l\u2019engagement institutionnel et du courage n\u00e9cessaires pour transformer cette responsabilit\u00e9 en r\u00e9sultats concrets et d\u00e9montrer le r\u00f4le que doit jouer une banque de d\u00e9veloppement dans un monde qui \u00e9volue plus rapidement que ne peuvent s\u2019adapter les mod\u00e8les conventionnels de d\u00e9veloppement \u00bb.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>\u2014 Arshad
