Masterclass in Resource Mobilisation for African DFIs

Contexte

Africa’s development financing needs, including infrastructure, agriculture, manufacturing, and climate change adaptation, are substantial and exceed available resources. With Africa’s infrastructure gap estimated at $100 billion annually, climate finance needs of $2.8 billion by 2030, and a dearth of affordable long-term capital, shrinking ODA, rising public debt pressures, and dwindling public finance, African DFIs need to be smarter about capital mobilization. DFIs’ emphasis is now shifting to mobilizing resources at scale, and the amount of private capital they crowd in matters.

However, most African DFIs lack the strategy, skills, structure, and instruments to mobilize capital at scale. The training is therefore designed to build skills and strategies, discuss appropriate instruments, and explain how to build the partnerships needed for effective resource mobilization.

Objectifs du Programme

The training is designed to equip DFI professionals with the knowledge, skills, and tools to secure and manage diverse resources through effective partnerships.

To improve understanding of the global resource mobilization strategy and master diverse funding sources.
Develop competence in using various instruments – blended finance, guarantees, bonds, and syndication – to structure resource mobilization, reduce risk, and attract private capital,
Sharpen skills in designing bankable projects aligned with ESG standards required by international investors
Better understand how to engage with and work with institutional investors

Expected learning outcomes

Participants will explore various practices, partnerships, and resource mobilization experiences from various DFIs, drafting a sample proposal tailored to their institutional and/or programme context. Specifically, the following outcomes are expected:

Understanding funder requirements and priorities

Understanding the proposal writing process:

- Reviewing trends in funding sources, including Official Development Assistance outlooks, non-traditional donors, the private sector, partnerships, and other stakeholders.
- Assessing funding needs in relation to long-term sustainability and growth objectives, analyzing opportunities and risks.

Understanding the instruments and tools and how to deploy them

Designing proposals that:

- Align with the organization’s mandate, strategic framework, and plans.
- Align with funder/donor needs and are persuasive and compelling.

Target participants

Professionals responsible for resource mobilization, fundraising, capital markets, partnership, and strategy. Business development officers.
